IT IS RELATIVE,
so lichess no FIDE can under or overrated. There is no rule that 2000 lichess shoudl be equal to FIDE/USCF. ratings are meant to find opponent in tournamet or singel game and thats all.
Obviously they are correlated but correlation is far from perfect many ways. So if you do a estimate of FIDE based on lichess rating: It is possible to come up with formula but such estimate would have standard deviation of 200 points and as such pretty meaningless
